Any file copy program will do that (i.e. copy ][+, etc, etc, etc).

Do you have the rom images in the same directory?  Have you "inserted" a 
disk to boot from the main menu [D] before [esc]aping to the emulation?  
Are you trying to boot an HDV (hard drive) image from an apple ][e mode 
[2]?  (][c's don't inherently support slot 7 hard drives).
