   You are distributing Apple II system software without a
license. And that's definitely frowned upon. Apple still is licensing
user groups, and private individuals to copy Apple II system software.
Steve Cavanaugh, distributor of the Apple II modem disk, applied and
received permission last fall to distribute ProDOS 8, at nominal
charge and has been doing so, legally, for months.

   You should contact Steve for details of whom to speak to at Apple
to get permission (I think it's probably totally for free and mostly a
formality, but I've never gone thru the process myself and can't
comment). He's listed in section 10.2 of the csa2 FAQ.

   Apple II system software still falls into the category of
copyrighted, but freely available. Apple has set distribution limits
on it that are _not_ that hard to follow, and that's why you should
be following them.
