APPLI-Card from PCPI

I just got a mystery card labelled APPLI-Card made by Personal Computing
Products Inc. It is very long and has a support tab at the front. It has
Bootstrap V 9.0 on one of the chips. Does anyone know anything about this
card? Does it need its own software? Thank you for any information.
