eview doesn't work

I downloaded a program called eview from ground.isca.uiowa.edu.  The 
rather short description implies that it is for some kind of e-mail 
reading.  I got a file called eviewoct95.bsq or something like that.  If 
I try to run the resulting eview sys file I get a message stating that 
eview needs at least 1 meg of memory to run.  At the time I get this 
message, I've got 1196K free which should be plenty.

     Can anybody tell me 1: what exactly does this file do and 2: why 
it's complaining when I seem to have enough free memory?
