The only program which can use HyperCard IIgs stacks is HyperCard IIgs.
It is now classified as system software and is free to download, so the
only reasons for not using it are lack of memory (1.5MB required, 2MB or
more recommended), no hard drive, or difficulty in getting hold of it.

On the Macintosh, there is a "HyperCard Player" program, which is a cut
down version of HyperCard.  There is no equivalent for HyperCard IIgs. 

Note also that the Mac and IIgs versions of HyperCard are not able to
use each others' stacks.  Apple released a conversion package called
HyperMover which can do most of the steps required to translate stacks
between the two products.
