IIc & prodos freeze

some time back I mentioned a IIc in our classroom that would not boot
prodos disks, but no prob. w/ DOS
someone suggested checking disk speed, which I did, right at 200.
I didn't describe the problem well -- it is not that the internal drive
won't boot prodos disk, but that it will freeze at the first screen.
any ideas???
