DOS/Win32 access to DOS3.3/ProDOS images?

Where can I find a command-prompt-based utility for Win32 to handle
both DOS 3.3 and ProDOS disk images? What about a DOS one or a DOS
version with an UI? I am aware of a2tools, but it doesn't handle
ProDOS or Win32 long filenames.
