The answer is yes, ROM 0/01 supports //e hardware. You can use a //e keyboard
and power supply, and even an Applemouse II card with both native software
and 8 bit stuff. As to why not all 0/01 boards have the connectors, it would
seem obvious that many more of these boards were made than were put into
upgrade kits, so not all of 'em needed the connectors. Maybe a certain 
proportion of boards have 'em or something like that. ROM 3 doesn't support
any kind of //e hardware; no keyboard, no power supply, and no mouse card
with native software. This is documented in the IIgs Hardware Reference
volume 2, so no guesswork is necessary about it. As for whether it is better
to use a //e or IIgs power supply, I've used both in my //e upgrade style IIgs,
and there's no difference. Big difference though if you bought an upgrade kit
for your //e though, you'd need the //e style connector or a new power supply.
