As I understand it, the problem is no longer that Scott can't view
it.  (I also ran into a truncated download the first time I tried,
making me suspect the pdf.  But that's not really the problem.)  The
problem now is that there appears to be some security set on the
document that is evident only with the Acrobat reader.  And there is
some question as to why there might be security set on it in the first
place.  (My guess has to do with the discussion that took place here
recently about copyrights and distribution, but that's just a guess.)
