MS-DOS FST and Zip disks question

Is it possible to read ms-dos partitions on zip disks?  I doesn't seem to
work (fine for HFS) but I can't figure out why it doesn't work for ms-dos
partitions.  Does it have to be a 1.44 disk for the FST to work?
