a) Noisetracker GS does MODs, SoundSmith 1.01 does its own tracking, with
separate tracks and waves.
b) USE is probably the best waveform editor, and rSounder 3 is necessary
to make system sounds.
c) You've mentioned synthLAB above, and I think that's about all of them.
