Q: Jpeg/Gif Utilties

Does anyone know of any gif or especially JPEG viewers/converters
available that don't require GNO or a shell? (ie a Desktop application)
and where I could find them? I am especially interested in being able to
turn SHR pics into GIF or JPEG for upload to a web page. Thanks!
