PLEASE HELP-formatting

Hello everyone, 

I have recently aquired an apple //c.  I have cleaned the heads on all of 
the disk drives (the internal and the 3 external drives) and most things 
seem to work properly.  

However, whenever I try to format a disk using the internal 3.5, I get a 
message that says something like:  

I/O error block $00007C


Is this a problem with the drive or with the disks.  The same thing 
happens when I try to copy files to this drive.  Can anyone help?
