If memory serves me correctly, it is a Temporary Initialization File that
animates your watch cursor so the hands spins crazily whenever you are
waiting for a task to complete. So may find it beneficial in that they can
tell if their system is still busy (hands going like crazy) or if their
system has locked up (hands are still). But other than that it is simply
asthetics.
