Bet the IIgs came from a school which were notorious for never getting the free upgrade from ROM0 to ROM1. Unfortunately, the free upgrade program ended about a year ago. However, the parts are still available as service parts through authorised Apple dealers. It would probably cost roughly $100. But, then, you could probably find a used ROM01 CPU for less than that.
