   I believe that's because different computer systems wrote to different 
sides of the disks.  Apple, I think, writes to the underside, Commodore 64 
to the top side, C128 to both sides, PC to both sides, Atari 8 bit to the 
top side, TI99 to the underside.  How is a manufacturer supposed to know 
which system you're going to be using with the disks?  Suppose you have 
several systems like me.  They may state single sided, but they don't 
specify which side or for which system it's to be used for.
