Most likely, this is electrical noise (voltages and currents) being 
generated by the motherboard and picked up by pre-amps in the sound card. 
 I do not have a //e or a Phasor card, but my Apple IIgs exhibits similar 
behavior, and is especially noticeable when I connect the sound output to 
a home stereo system and crank up the volume. The IIgs's internal audio 
circuitry can also pick up noises from the motherboard.
