Time delay? Only if you turn on the switch for the HD a while
before that for the computer. [There's 2 front panel switches, each
controlling 2 outlets in back.] I power up my monitor and external HDs
before turning on the computer and speakers.

Probably only available used anymore. The pricing would depend on
you and the seller negotiating a price both of you can agree upon.
