Try renaming your /harddrive/icons folder to /harddrive/icons.bad and
copying the /system/icons folder from your System disk to a new
/harddrive/icons folder.  This should fix the problem.  If it doesn't,
try swinging by #appleiigs and catch me "Zelix" if I'm on.

Also try and delete your /harddrive/finder.root and finder.data files.

Do the above two steps to your 2nd partition (especially if you have a
/secondpart/icons folder).

No GS user should be without ProSel 16.  The latest version, v8.84,
should be available from Charlie's Apple Seeds.  From the FAQ:

"Charlie's Appleseeds (619) 566-1297, sells ProSEL-8 and ProSEL-16,
which includes disk fixing utilities for ProDOS disks."
