GS Control Panel Problem !?

A retired friend of mine has a Rom 1 gs that is having problems with booting.
The self test show's the systems good, but he is unable to access any of
the control panel settings.
The clock show the correct time from the main control panel but as I said
he is unable to check any of the panels functions; eg display slots ....

Software will boot but all he get's when he presses a key is a BEEP from
the gs!

This was tested with all cards removed from the slot's including the 1 meg
apple ram card.

His system is a Rom 1 with a 3.5 connected to the Smartport and a 5.25
connected to a apple disk controller. MonoChrome display. No mouse.

Any idea's .

As mentioned he is a retired gentleman who uses it for wordprocessing and
would like to get it working again if possible.
