Yes.

Yes.  The inner terminal goes to the + connection on the speaker, and
the outer terminal goes to the - connection.

If this jumper is closed, it prevents access to the Control Panel (via
the Control-Apple-Escape Desk Accessory menu, and probably
Control-Option-Reset as well).  It is intended for use in a school
environment, to prevent the pupils fiddling with the machine settings.

(This jumper is only available on the ROM 3 motherboard, not the
original IIgs motherboard.)
