To the best of my knowledge, this line has never been used by any
software, except for the first line of a BinSCII segment (or in a
description of BinSCII).
There is nothing stopping you from using BinSCII-encoded data on a PC.
You just need a program to decode the format (and encode it, if you need
to do that as well).
