This is a 3.5 diskette, right?  If so, what I would do is find a Mac 
running System 7.5 (with built-in File Exchange) and stick the disk 
in.  7.5 will recognize PC, Mac, and ProDOS (Apple II) disks.  If it 
comes up [Format] [Eject] you know you have a strange or broken disk.  
If not 3.5 disk, I have some other ideas....
