Nope, it's a minimal implementation of an RS232 serial port, with a handshake and a data line in and out, and a common ground.

Hehehe! Define "right cable", and the answer would be either "yes" or "no". Actually, by definition, with the right cable, the answer is "YES". The right cable would include a serial/parallel converter, such as the old Grappler //C had (later Grappler 9pin).

In series, NO, the DB9 is for a joystick, a set of paddles, or a mouse. And yes, the //c DOES have two serial ports (the two 5pin DIN connectors.)
