Any graphics program that can hide the menu bar would do.  Just draw the
image, connect the VCR to the composite out jack of the GS, and you
are done.

If you want to actually combine graphics and video (mixing them together),
you need a Video Overlay Card.  It is only obtainable used.  It is
supposed to come with special effects software to take care of the things
you mentioned.
