The switches for those keys may be bad.
I have them for sale $3.00 each  or $20.00 for a complete keyboard and you
can swap switches to fix your keyboard.

Screen flicker may be either a bad connection.  Check your video cable and
insure that all chips are firmly seated in their sockets.
 
Garbled text could be several things.
1) Bad connection (see above).
2) You are trying to display lower case, but don't have that ability.
3) Broken computer
 
If it is #2 you have basicly two choices.
1) Install a 80 col card. That will give you lower case.
2) Install Upper/Lower Case Character Generator (new chip at location A5)
   The presumes you have Apple P/N 341-0036 installed there now.

Run the following program to test uper/lower case capability
 
 
        10 FOR X = 33 TO 127
        20 PRINT CHR$(X)
        30 NEXT
 
If you can display lower case, you'll see two lines of characters with both
upper and lower case characters.
 
2) Install Shift Key Modification
   Connect a wire from EITHER pin 4 of joystick socket on motherboard OR
   pin 1 of the chip at location H14 (74LS251) on the motherboard
   to pin 24 of the connector for the keyboard encoder board.
   The connector has 25 pins.  Pin 1 is nearest the power supply.
 
   Then the shift key will work like on a typewriter with programs that
were
   written to recognize this modification.
 
I can sell you a 80 column card for $20.00 or just the chip for $10.00.
