It sounds like a problem in the I/O bus (possibly).  Try (with the power off)
taking out the expansion cards (they just slide in and out) and then turning
the computer on to see if the lines are gone.  If so, one of the I/O cards is
the culprit.  My uneducated guess is that you've got a Disk II controller and
the block connector (attached to the ribbon cable) is not on the right pins.
I had a problem that sounds like yours in 1984, the first time I turned on my
IIe.  I'd plugged in the disk drive cable one pin wrong.  Lucked out, didn't
blow any chips.
