    Yes they did, you listed it above. The computer kit sold by Wozinak
and Jobs in 1976, through the Byte Shop, was indeed called the "Apple
Computer" (or simply the "Apple"). Once the Apple II and Apple III were
produced, people logically referred back to it as the Apple I. 

    The same is more or less true of movies titles whose producers hadn't 
concieved a sequel release. Take for example "Star Trek: The Motion Picture" 
(circa 1979) which was later called "Star Trek 1" by fans. The same is true 
of Lord British's Ultima "1" game. Or an example closer to home, the original 
Apple IIgs ROM didn't have an official label, but became known as "ROM 00" 
after Apple introduced the "ROM 01" firmware (I could be mistaken, I'm not 
sure if Apple referred to it as "00" in September 1986).
