This is NOT true.  Maybe for the uP based ones (I can't remember the popular
uP many used).

Sounds like an SCRG PROGRAMMER.  I guess you have a clone as
SCRG usually plastered their name and address on the card.
(SCRG=Southern California Research Group).  They made many unusual
hardware for the II.  Just 2 years ago my card went boom.  SCRG was still
around to fix it.

Let me confirm this is the same card:
Black ZIF socket w/metal arm, 3 diodes below with one on the left of them,
10 dip switches to the right, from left to right the ICs are:
74LS245
74LS374
(3) 74LS273
a 3 legged part with a heatsink tab
TL497ACN
Above a 74LS07 a electrolytic capacitor resistors , and so on on the right.
More below and a 74LS138.

It will program anything from a 2716 to a 27512.  Very versatile for its time.
I've often wondered what it would take to bring it up to date for 32 pin parts
and flash/EEPROM sopport.
