At some risk, I'm replying without checking the IIc documentation...

If it is at all like the //e, if the keyboard is disconnected, it
looks like both "Apple" keys (or Command and Option, if you prefer)
are held down.  In the //e this forces repeated self-tests.

I don't know if the same holds true for the IIc, but it's something
to check.

In my case, it is as if the Apple 2c was not plugged in.

That certainly doesn't sound like a consequence of having no keyboard
attached.  ;-(
