Sez who? The volume directory header has a bit map pointer field, and direct-
ories are doubly linked. Only crappily written programs which assume instead
of following pointers would barf on nonstandard disks. When I tried making
a floppy disk with a bigger directory using a block editor, I just made the
directory jump over block 6 and continue on block 7, leaving the bit map
on block 6. It worked okay with programs that didn't assume the EOF was
$800 on the volume directory.
