That is an 8530 SCC (Serial Communications Controller) - the dual port
serial chip used on the IIgs.

If I'm interpreting the number correctly, it is a 6 MHz plastic standard
package (0 to 70 degrees celcius).  There are a couple of extra zeros in
there, and I'm not sure what the 'C' on the end is supposed to mean.

I can't make much out of the rest of the description.
