Not just the ROM 3: it usually fails to work under recent system software
on a ROM 1 as well.

The problem is that it reserves several 64K banks of RAM.  It doesn't care
which ones it gets, but it requires full banks (not 64K areas which cross
bank boundaries).  The catch is that it limits the number of banks it
searches to something ridiculous like 8, and with recent system software
(especially when booted off a hard drive) there tend to be a lot of FSTs
and other system software bits cluttering up banks 2, 3, 4, ..., not
leaving enough entirely empty banks for Paintworks Gold.

The patch you quoted increases the limit so that it will look through the
8MB address space (or as far as the Memory Manager will let it go, if less
than 8MB).
