I already thought of that. I have the necessary command in PMPFax's
custom INIT string, and in my modem's stored profile (recalled with ATZ).
I haven't verified the command sequence (not easy without a high-speed
datascope), but everything points to PMPFax sending AT&F, then
AT+FCLASS=?, before it sends its own custom init string.
There are only three possible solutions:
1. Patch the modem ROM so that the factory default setting has this bit set.
2. Get an updated ROM for the modem which defaults to saying it has class
1 available. (The ZyXEL 28k8 modems do this.)
3. Patch PMPFax to use ATZ instead of AT&F, or to try the class I've told
it to use even if the modem claims that it doesn't support it.
I was intending to do the third one, but E-Mailed Paul first to see if he
could suggest another solution, or give me enough information to locate
the relevant part of the code (to save me having to disassemble a rather
large program).
It is pretty much a moot point now, as I doubt I will be doing any faxing
on the IIgs (as I have bought a PowerMac).

The ZyXEL command set is somewhat different to Rockwell-based modems. It
uses a different command to select the default profile, for example.
