You want it at 60 Hz if you're in the US (which I assume you are).  Leave
it at 60.

when you say, "Doesn't boot", what message comes on the screen?
Invalid Startup Device?  Have you run a self-test and had it come
back OK (Ctrl-Option-Command-Reset... it'll do weird things for a minute
or two and should give you either a "System Good" or an error message)?

Have you checked the control panel settings, specifically under "Slots"?
Have you unplugged your joystick, and unstuck the "option" key?
I suspect that one of these is stuck down, if that screen keeps
popping up.
