For interest, this is not the same behaviour as the zoom box under MacOS. 
The correct behaviour for the zoom box (on the Mac) is to toggle between
the user state and the standard state.   The user state is, as you put it
"the size that the user last resized it to"; and the standard state is the
"best" size for the window.  The "best" size is often the largest size,
but not necessarily.  Many Mac application incorrecly calculate the
standard state to fill the window, but it isn't supposted to be done like
that. I suspect also that, since GS/OS is based on MacOS, the zoom box
should do the same thing.
