It sounds like your IIe may have some bad RAM memory.  Are the RAM chips 
in sockets? If they are, try lifting them slightly with a small 
screwdriver (don't remove them) and push them firmly back down again.

Also, try removing all of the circuit cards and turning it on.  Often the 
problem in a long-dormant machine is with board seating in the slot.  If 
that works, replace them one-by-one until you find the problem.

Be sure to turn the IIe OFF before doing any of the above, of course.
