There have been several ROM revisions for the IIc. Early versions
had bugs which caused problems with high-speed communications (I
think anything about 2400bps).
Newer ROM versions solved that problem but the IIc/IIc+ serial ports
do not provide true hardware handshaking and this will probably
cause problems at rates above 9600bps.
The 6551 chip can be configured to operate at 19200 but I don't know
if you can really expect to operate at that level.
The most common printers for use on the IIc were the ImageWriter (I)
and ImageWriter II; both of these printers expect to operate at
9600bps.
