I'm guessing that you mean the Appledesign extended keyboard, and your IIgs
is a ROM 01. I imagine that the ROM 3 doesn't have the problem, or at least
since it supports the lights on extended keyboards, you can tell whether
caps lock is on or not.

All Powerbooks have the toggle style caps lock. Early ones have no light to
tell which state it's in, so you have to use a control panel that puts an
up arrow on the menu bar so you can tell. Later powerbooks have a light on
the key. I've never shut down my powerbook with caps lock on so can't say
for sure but I figure it remembers the state caps lock was in last.
