The latest issue of Juiced GS, an Apple IIgs newsletter, had a feature
article on GS TCP/IP and the author (Derek Taubert).
There are no firm dates since this is a labor of love. GS TCP/IP will
require GNO/ME, a UNIX-like environment for the IIgs, and some related
TCP/IP utilities in order to provide capabilities found in current
browser offerings.
ORCA is definitely not required unless you'd like to write some
programs.

In order to see this thing through to completion, I'd suggest giving
Derek some breathing room. The question about the GS Web browser is
asked several times per week in one or more of the different Apple II
related newsgroups.
