In what environment or application?

Three possible reasons come to mind:
1. Different configuration options.
2. A faulty closed-apple key (or open-apple key), or an internal fault in
the computer which is preventing recognition of the key (or keeping it
stuck down).
3. A joystick or paddles are connected, and a button is stuck down
or faulty.
Some clearer information about what you are doing might make it easier
to identify the problem.
