Sheash, you like overloading a IIgs supply, don't ya :)

Check your Zip, look for a component at Q2. If present then your 816
is being powered off the +12 rail Q2, R7, R8 regulate this down to
approx 5.5 volts). If Q2 is not present they your 816 is powered
from the +5 rail.
 
Given what you have in the machine, I'd bet you supply's +5 leg is
rather overloaded... Might want to think about finding an old Vulcan
(best internal IIgs power supply ever made) or maybe using a PC supply
(Now you have an excuse to re-case your IIgs in a tower ;-)
