Wrongo, the mouse card works in a ROM 0/01. In fact that's why the mouse port
can't be switched out on a 0/01, because the mouse works just like the mouse
card in order to make it possible to use either a card or the ADB mouse.
This was done so as not to shaft people who had mouse cards in their //e's and
subsequently bought the IIgs upgrade.
Apple changed it on the ROM 3, making the mouse support work directly with
the ADB hardware. That's why you can use the mouse in native software with
the mouse port switched out. I'm not sure if a mouse card will work in a ROM
3, not having tried it, but my guess is native software wouldn't like it.
I'd replace my cheesy IIgs keyboard with a new and better keyboard and get my
ADB mouse working again to boot if it were me.
