Q: can PC write IIc disks?

I know next to nothing about apple II's and haven't used one since the
late 70's...

I just found out my wife's younger sister was given a operational
Apple IIc... What sort of disk does this use?

Is there any way to create/read/write disks for a IIc on my PC ? I
seem to remember that the original apple II used a completly different
format (hard sectored? 100kB or so?)

She is totally nontechnical, and in fact, is on the opposite coast
from me... I am a IBM/Windows/NT 'guru' of sorts (mostly hardware
interfacing, device drivers, OS internals, graphics and networking)
who knows basically nothing about the IIc . . .

I basically was wondering if there was any way I could find some
shareware or whatever lying around network archives and put it on a
(presumably 5.25"?) diskette that she could read and use?
