Sounds to me like the machine I have on my desk at work...

All of the ROM 00 and ROM 01 IIgs's shipped with 256k RAM; the ROM 03
models apparently shipped with 1Mb on the motherboard.

If you open up the unit you're looking at, I'll bet you'll find a card in
the memory expansion slot (at the front-right of the motherboard).  This
card should have one group of soldered-in RAM chips, and three groups of
DIP sockets...also two jumper pin sets...two pins pointing up, two pins
pointing down.  If this is the case, then the machine holds an Apple GS
Ram Expansion Card (probably not the right name) with 256k installed.  You
can add memory to this card in 256k intervals until the card holds 1Mb
(that's 1.25Mb total for the machine).

There are other memory expansion options that can carry you well past the
1Mb limit of that card; a few even let you use that card as well.  For
instance, I have a CV Tech RAM card on my machine with 4Mb on board...and
that card has a little pocket gizmo that the Apple card plugs into, giving
me a total of 5.25Mb on my ROM 01 machine.

As for the difference between ROM 01 and ROM 03...I leave that for the
gurus...
