My GS-Ram Plus came with 2 PALs one for the Rom 01 and one for the Rom
03, the one for the Rom 01 is GSPLD1A-I..cant get to the Rom 03 right
now, but if you need it let me know in e-mail.

This indeed was the problem.
The fellow I bought the board from used it in a ROM03 GS, I used it in
a ROM01 GS. So, I went back to the seller who still had the GSPLD1A-I
I pulled out the equivalent GSPLD1B-I (for ROM03 use only) and replaced it
with the GSPLD1A-I.
Works great now. Memory chips didnt need to be touched at all.
