It isn't avaialble in the IIc+, so there wouldn't be much point
mentioning it.

It only existed in the "UniDisk 3.5" version of the IIc ROM (version
reported as 0 when you peek location 64447).  It was so rudimentary
that it didn't do anything more than say "AppleTalk Offline".

The AppleTalk firmware was desgined to talk to an external interface
box connected to the Smartport (disk port).  This box would be a
self-contained computer that is similar in design to the Apple IIe
Workstation Card (which also has its own processor, RAM, ROM, etc.)

If this box ever existed, it was certainly not released, and Apple
removed the minimal support in the next IIc ROM revision.

Yes.  ByteWorks sells the "Apple IIc Technical Reference Manual, 2nd
Edition" for US$30 or thereabouts.  It includes the IIc+, but doesn't
have any ROM listings.
