That is an accelerator.  I think it is an earlier implementation of
one of the more recent accelerators (the ZIP chip, perhaps?).  I don't
remember how fast it runs (probably no more than 3 MHz).  I think we
used to have one in the II+ which was running my user group's BBS
(borrowed, and I never saw it).  I think it was very unreliable
(though that could have been the computer's fault).

Probably a disk controller card for the Rana Elite drives (5.25", I
think, but I don't recall the number of tracks or density).

The EPROM part number doesn't help much - that just tells us it is a
4KB ROM.  The card doesn't ring any bells.
