TOOL.MM is Jawaid Bazyar's "Modem Manager" toolset. It is a user
toolset, not a system toolset. I don't know about the other three you
mention, but I expect they are also user toolsets.
User toolsets have a separate numbering scheme to system toolsets,
and the number is assigned by the application using the toolset, so
there are never any conflicts.
This could be violated if the user toolset assumes it has a certain
number, e.g. for making calls internally to its own functions; this
would force the application to assign a particular number to the
toolset and might prevent two such toolsets from being used by the
same program.
Another minor problem is that interface files/libraries supplied with
the user toolset will be written assuming a particular toolset number,
and will have to be modified if the application wants to assign the
toolset a different number.
There is also no requirement that user toolsets be placed in the
*:System:Tools directory, because the application must load them
manually. (Some applications may expect them to be there.)
