No, fax machines do not yet have .gif image processing capabilities.
There exists different groups and classes of fax machines.  As I understand 
it, the International Telecommunicaitons Union is still working on the 
newest standard called Class 3.  This new class will make possible the 
sending and receiving of faxes in the more common computer graphical file 
image formats like GIF, JPEG, BMP, TIFF, etc.  Who knows at this time if all 
those formats will be included, or even others.  We'll have to wait and see.

Won't it be a huge leap forward when you can receive a 2048x1536 fax image 
in full 16.7 million colour quality?  :)   Well, that's what is coming.
